2nd Global China Dialogue:

Transculturality and New Global Governance

It is with great pleasure that we invite you to the 2nd Global China Dialogue: Transculturality and New Global Governance. It is organised jointly by CCPN Global (China in Comparative Perspective Network Global, a UK-based global academic society), the China Media Centre, University of Westminster, and the Development Institute, Fudan University, with the British Sociological Association (BSA) and Chinese Association of World Politics Studies as honorary organizers, and supported by the British Council and the Cultural Office of Chinese Embassy in the UK.

The year 2015 is a significant date, having been announced as the ‘Year of UK–China Cultural Exchange’ by the Chinese and British governments. During the year, both countries are holding a series of high-level cultural activities in order to promote cultural communication and industrial collaboration, as well as mutual understanding and friendship between them. In particular, they both chose ‘creativity’ as a theme for their Culture Seasons. 

Following the success of the 1st Global China Dialogue (GCD), organized by CCPN Global and YES Global in 2014 in London, the 2nd GCD will focus on ‘transculturality and new global governance’. It will consist of six panels:

1.    New global governance

2.    Transculturality and social creativity   

3.    Global governance and regional governance 

4.    New media and transcultural practice

5.    Climate change and global environmental governance 

6.    ‘Civilized dialogue’ from transcultural and comparative perspectives

The event will discuss all facets of new global governance, encompassing national governments, international organizations, multinational companies, NGOs and citizens, as well as seeking new rules of ‘civilized dialogue’, encouraging both sides to listen to the other, understand cultural differences, respect local customs, accept different perspectives and acknowledge the common destiny of humanity, with a view to building a harmonious, symbiosis-based global community.

       在 2014年12月全球中国比较研究会和全球青年企业家协会在伦敦成功地举办了首届全球中国对话后, 2015年适逢中英文化交流年,作为文化交流年中惟一的思想领域的交流和社会创造活动,第二届全球中国对话主题定为“超文化与新型全球治理”,这与 2014年10月联合国开发计划署在北京举办的第二届全球治理高层论坛在超文化实践 (transcultural practice) 的层面形成了对照。也将是中英学术界和民间学术组织通力合作的超文化实践,进而展示国内外学术界对区域和全球治理的关注和参与。
       当 今世界是一个变革的世界,是一个机遇与风险并存的世界,是一个国际体系和国际秩序深度调整的世界,是一个国际力量对比深刻变化并朝着有利于和平与发展方向 变化的世界。在这个大变革、大调整的时代,世界各国,无论是发展中国家还是发达国家,都面临着国际环境和社会变革带来的各种问题。在全球化进程中,一些国 家面临着文化、宗教和社会变革带来的冲突和矛盾,其现代化进程被打断,有的甚至给全球带来动荡。
       与此同时,科技和社会的快速发展 和 变化深刻影响到不同国家和人群的思维模式、行为方式、互动模式以及道德规范,不断挑战着现存的治理模式,包括全球化条件下政府的职能和作用、非政府组织参 与社会治理的积极和消极作用、数字技术和移动终端以及移动互联网普及带来的人类行为模式和社会治理模式的改变、文化的同质化和多元化并存、社会变革中民族 和宗教的冲突、巨型跨国集团管理与国家主权的冲突、科学研究的创新发展和带来的社会规范的改变、区域性经济体的兴起对国家经济发展对决定性影响、气候变化 和新能源对各国经济发展对制约和促进等等,跨文化的现实已经成为人们日常生活的一部分。
       面对这些重大挑战,各国领导人根据各自国家的发展现状和长远目标各自提出了国家发展战略,商界领袖和企业家也投入大量资源研究国际经济和金融秩序演变对企 业发展对影响。更多专家和学者把研究的议题集中到了全球有效治理以及背后发挥着重大影响的文化因素上,对于文化和思想观念在提高全球和社会有效治理等课题 上开展了开拓性等研究,形成对人类共同体的知识体系以及在全球治理条件下形成超越单一文化、国家、民族的“全球文化空间”的深入认识 。
       在这种背景下,第二届全球中国对话于中英文化交流年期间举办意义重大。这次活动将由全球中国比较研究会、英国威斯敏斯特大学中国传媒中心和中国复旦大学发 展学院联合主办,它得到了中国驻英大使馆文化处、英国文化委员会、英国社会学会、中国世界政治研究会等机构和学术团体的鼎力相助。
       这次活动将以“超文化和新型全球治理” 为主题展开对话与交流,寻求文明的对话的规则,鼓励彼此互相倾听,理解文化差异,尊重地方习俗,接受他人的不同,承认人类的共同命运,探讨由各国政府、国 际组织、跨国公司、民间社团以及全球公民为主体的新型的全球治理模式,共建以互补互惠、和谐共生为基础的人类命运共同体。
